Purpose of the Position:

 

Regional Lead will support the Head of Procurement Capabilities, as part of the Procurement transformation programme, in driving a multi-year transformation through the delivery of regional excellence. Working as part of the wider Procurement team, this role will be responsible for translating the Procurement strategy into deliverables aligned with their regional stakeholder base. The role will act as a key interface between Procurement and the relevant regional Business Units and will act as a

Business Partner with the following key goals:

 

  • Work with the Senior Director, Head of Procurement Capabilities & key Regional/Global Procurement team members to define & execute the functional strategy.

 

  • Work with the Category Leads to develop, execute and be accountable for implementing Regional Strategies that are aligned with business requirements, provide short, medium and long term focus and generate market-leading deliverables

 

  • Establish and lead multi-functional local category teams through the sourcing lifecycle and in line with the Procurement strategy and agreed targets for cost & quality

 

  • Serve as primary interface to respective Regional Business Unit/Functional leaders to align procurement activities with operating priorities, influence behaviours and deliver leading financial and performance objectives

 

  • Be recognised as the Regional Procurement Business Partner and utilise this knowledge to act as a ‘Change Agent’ for implementing new commercial models and ways of working

 

  • Ensure relevant Business Unit requirements are considered in all Regional/Global Procurement initiatives and that the expected results are delivered at a Business Unit level

 

  • Work with Finance Directors and Head of Procurement Capabilities to ensure robust Procurement processes at a Local and Regional level

 

Work with local stakeholders to ensure delivery of an aligned initiatives pipeline

Core Tasks, Responsibilities and Authority:

 

This role will be accountable for ensuring that all Regional/Global Procurement initiatives and deliverables are aligned with the individual Business Unit needs. Within this scope, the role will be responsible for both the delivery of local initiatives, local co-ordination/implementation of Regional/Global activities and development of tools to enable local business users. Success will be viewed through the delivery of competitive long-term strategic targets and objectives, development of best practice sourcing capabilities and market knowledge and through the realisation of procurement synergies across the Regional footprint of Astellas.

 

The core tasks and responsibilities will be to:

 

Compliance:

  • Embed Compliance Culture across all Regions of the business ensuring Integrity in Action is actively applied in all initiatives.  
  • Ensure Commercial Development Function strictly adopt a culture of ethics and compliance; leading by example and appropriately challenging non-compliance.   
  • Ensure adherence to Astellas policies relating to Ethics and Compliance standards and interactions with Healthcare Professionals (HCPs), Healthcare Organisations (HCOs) and Patient Organisations (POs).

 

  • Locally co-ordinate & implement Global/Regional sourcing initiatives with accountability to work with the Business Units/Functional Areas & key stakeholders to deliver committed value and relevant functional, business and performance objectives

 

  • Engage with internal stakeholders in order to generate ideas and opportunities and ensure the Category strategy and plans are aligned to functional and business targets

 

  • Negotiate and develop local contract framework including Master Service Agreements, Service Level Agreement templates with key/relevant suppliers and ensure full implementation
  • In conjunction with the Project Stratus team, use relevant experience to ensure delivery of a successful regional implementation of Ariba with regards to leading Efficiency & Effectiveness measures

 

  • Manage the risk associated with the category spend, deploying analytical tools and data sources to assess risk, recommend action, manage market volatility and optimise cost

 

  • For all relevant Global/Regional projects, deliver a robust local implementation to maximise value and deliver contract compliance

 

  • Work with global/regional Procurement teams and local business partners to rationalise and simplify processes and data in order to reduce complexity and integrate legacy/new businesses to the ‘Astellas Way’

 

  • Represent Astellas at industry and Procurement conferences and events to identify new potential sources of supply, key external relationships and to build credentials

 

  • Establish Marketing and Stakeholder Engagement plans in order to create positive working relationships with Regional senior management and win support for Procurement Transformation

 

  • Gain visibility, early involvement and alignment with the business budget process to provide necessary support and ensure transparent delivery to financial performance

 

  • Drive level of Procurement influenced compliant spend through introduction of effective control mechanisms and reduction of ‘maverick’ spend

 

  • Ensure local suppliers understand Astellas policies and introduce compliance reporting

 

  • Provide transparent reporting to Regional Business & Procurement leaders in order to clearly track performance and associated Risks/Opportunities

Quantitative Dimensions:

Department Size: No direct reports initially although will require indirect management of a number of cross-functional teams as well as significant co-ordination with Regional/Global Procurement team

 

  • In-Scope Spend: Spend scope in region will be approximately €250m - €300m (EMEA) and will increase with global initiative delivery. Much of this spend will be managed within the Category scope but Regional Lead will need to ensure regional co-ordination and local delivery

 

  • Ad-Hoc Management: Will be required to work alongside senior leaders within the Business areas.
  • Objectives: Delivery will be in line with the broad value proposition identified in Procurement Strategy and will include

  •  €13m regional value achievement (role will be required to ensure this is fully realised at a local level)
  •  Upper Quartile House of Procurement delivery
  • Introduction of appropriate risk management governance model
  •  Successful implementation and usage of Ariba

 

  • Travel: Key area of the role will be to support, align with and influence Regional Business Leaders and therefore, significant regional travel will be required (estimated at 30% - 40% of role)

This role will be based in the Local affiliate - Munich, Germany.  Reporting to EHQ in the UK.
