The Public Policy Lead’s key responsibilities:

1. Delivery of MSD’s Public Policy Objectives

Identifying current
and future public policy threats and opportunities to MSD’s business and methodically
planning to meet them

Developing and
shaping a distinctive and realistic policy agenda, in support of the wider
external affairs strategy, to help achieve commercial goals

Engaging with
current and future legislative activity in the national assembly

Informing and
influencing the agenda of industry trade associations

Initiating, cultivating
and maintaining relationships with government officials, and national assembly

Leading patient and
clinical advocacy activities

partnerships with external organisations in support of public policy goals

Identifying relevant
conferences to attend and speaking opportunities to engage with (for, for
example, the senior leadership team), with a view to making the case for the
company’s public policy agenda

Responsible for the
company’s CSR activities

2. Leadership
and strategic counsel

Contribute as a company-wide senior leader in
developing an aligned, constructive culture

Offering counsel to
the senior leadership team on issues concerning public policy engagement

a strong network within MSD’s global policy community, ensuring Korea
contributes to the global organisation’s policy program and leverages global
resources and best practice


Candidate specification: key selection criteria


University educated
to a high level (Bachelor’s degree is required)


8 years of
experience of government relations roles

Knowledge of the
access and reimbursement environment, in relevant therapy areas

Knowledge of the
political and regulatory environment, and how it impacts business specifically

Proven track record
of success in managing high level stakeholders

English language

Critical competencies for success

Healthcare systems and policy expertise: the public policy lead will have a detailed
understanding of the healthcare landscape, and have experience of developing
and / or shaping policies subsequently championed for adoption in, and / or implemented
in, the healthcare system

Understanding of the policymaking landscape: the public policy lead will have an in-depth
understanding of individual policymakers, policymaking processes, and of the leverage
points which can shape the policymaking process

Strategic thinking: the public policy lead will have a track record of shaping a
sophisticated public policy strategy and in overseeing its implementation
towards success in achieving a public policy goal
