The Employee Qualification Expert (EQE) role at Merck's Elkton, Virginia site works directly with Integrated Process Teams (IPTs) and/or Centers of Excellence (COEs) and Learning team to design, facilitate, implement, and optimize learning programs and initiatives. The EQE is also responsible for tracking implementation and execution of training. He/she will communicate certification and training needs by reporting gaps in training and knowledge. In addition, the position will support the business unit by developing and designing training, job aids, training procedures, and instructional documents based on Adult Learning Theory.

Key Responsibilities Include:

•Learns assigned IPT/COE to best serve their learning needs
•Works with Subject Matter Experts (SMEs) to develop training
•Train Supervisors/Managers, IPT/COE Trainers (hourly and salaried), and SME’s on proper training process and methods
•Assists Supervisors/Managers develop individual training plans for each trainee and audits plans for compliance
•Assists with development of factory-wide training strategy plans to assure that appropriate targets are being set and achieved
•Conducts needs assessments, including the DACUM (Developing a Curriculum) process
•Assists with the development, roll out, streamlining, maintenance, and sustainment of training based on Adult Learning Theory
•Designs and implements learning solutions, creates training programs and materials including: Task Breakdown Sheets, Learning Objective Documents, Hands on Practice, simulations, Controlled Job Aides, training presentations, and handouts
•Supports learner assessment, competency evaluation, and training effectiveness measures
•Participates in and supports training for new hire training programs
•Designs solutions such as surveys and focus groups to monitor employee engagement, learning, and progress with site initiatives.
•Collaborates with Global L&D and external stakeholders to develop, schedule, and conduct training
•Supports the Learning Management System (LMS) to maintain training records in an inspection ready status
•Tracks and maintains training metrics; creates data displays to communicate information regarding training programs and results
•Schedules and facilitates a variety of training sessions, as assigned; coordinates training schedule, supplies, course materials, rooms and equipment
•Coordinates and executes change execution management for learning materials, courses, curricula, qualification, and learning plans
•Performs training document management, training data entry and filing as required to ensure compliance
•Participates in the development and maintenance of Standard Operating Procedures

The successful candidate would be described as someone who “can take the ball and run with it.” He/she should have advanced verbal and written communication skills, as well as be appropriately assertive in speaking up tactfully and effectively in difficult situations. The successful candidate should have advanced skill in collaborating, influencing others, and building relationships.


Education Minimum Requirement:

•B.S./B.A. degree (Science, Business, Organizational Development, Industrial Psychology or equivalent) or equivalent work experience or equivalent military experience

Required Experience and Skills:

•Excellent verbal communication skills, technical writing skills, and facilitation skills
•Proficiency in Microsoft Office products (Excel, PowerPoint, Word, and Outlook)
•Experience developing and delivering training
•Ability to work as a team member or independently
•Ability and willingness to periodically work on other shifts to help meet business needs

Preferred Experience and Skills:

•Experience working or directly supporting a cGMP regulated environment
•Experience in coordinating and executing training activities and programs
•Experience with educating for new software platform implementation (i.e. training others how to use SAP, Delta V, or other technical or process controlling software)
•Demonstrated success in collaborating across areas
•Experience working in an inclusive environment
•Strong coaching, developing, and motivational skills
•Flexible and able to manage multiple priorities
•M.S./M.A. degree (Adult Education, Human Resource Development, Organizational Development, Education or equivalent with a focus on Instructional Design and/or Facilitation)
•Biologic/Vaccine/Pharmaceutical Manufacturing Experience
•Certification /demonstrated results applying the following tools and methodology: Lean/Six Sigma, Change Management/Execution, and Behavioral Coaching and Consequence Management
