Functions & Responsibility

The External Manufacturing Operations Director API (ExMOD), is
accountable for meeting customer demand at the Contract Manufactures Organization
(“CMO”) s/he manages by achieving excellence in Compliance, Supply,
Continuous Improvement & Cost Reduction through his/her leadership and
coaching of the responsible MSD cross functional teams and their work in
partnership with those CMO’s while leveraging MPS and the E2E supply chain. The
ExMOD will mentor the specific MSD Focus Factory team in assessment of
partner risks and assume operational responsibilities for the key CMO s/he
manages. In addition, s/he will seupport regional and global leaderships in
developing and executing External Manufacturing API Network Strategy.
ExMOD’s Primary activities include, but are not limited to:
- Being the owner and
primary point of contact for all interactions between Merck Manufacturing
Division (“MMD”) and the CMO. S/he shall establish a strong business
partnership following agreed boundaries and ground rules of engagement.
ExMODs will typically manage relationships that are highly complex in
nature and of strategic importance. S/he serves as the air traffic
controller of all information and interactions between MMD and the CMO.
- Being the leader of
MMD cross functional team (Supply Chain, Quality, Technical Ops,
Procurement…) that is responsible for daily/weekly/monthly/annual delivering
requirements at its CMO sites.

appropriate tools and resources, and in partnership with the CMO and the MSD
cross-functional team, s/he shall be able to ("read a site")
assess & diagnose the true current condition & risks at the CMO
site, and formulate action orientated and time bound mitigation and improvement
- Participating and
representing ExM on the cross-functional teams with SCM/Product Source
Management/Procurement/IDST for due diligence ahead of siting approval
& post siting approval to support SOS/NPI changes at a CMO and assume
primary ownership of the new relationship. The ExMOD will ensure there is
a plan with clear actions and timelines in place to delivery this SOS or
- Working with the CMO
to understand CMO’s capacity (e.g. state of capacity, firm capacity,
future capacity plans, time horizon/lead times required,
comments/concerns, etc.) and future capacity based on agreed improvements.
- Being ccountable for
maintaining the integrity of the Master Supply Agreement (“MSA”) ensuring
alignment with the Supply and Quality agreements and appropriate document
revision and distribution control; ensuring contract terms agreed upon by MSD
and the CMO are executed including purchase orders, forecasts, deliveries;
and approving invoice payments.
- Being accountable
for inventory control. Depending on the location of goods (at EP or at
MSD), ExMOD ensures adequate documentation of material disposition. In certain
incidences, the ExMOD may need to witness the destruction of goods (to
prevent counterfeiting) or have the CMO certify the destruction, per destruction
- Acting as a MSD
Production System (“MPS”) leader & coaching for our API Focus Factory
Teams and works with external partner and MPS resources, as needed, to
identify CMO OpEx / continuous improvement opportunities and support
implementation once approved. The ExMOD may commit resources provided MSD
and the CMO would share in the costs and benefits of such operational
- Leads the CMO’s
periodic Business and Operations Review Meetings. Based on MSD and ExM
strategy, the ExMOD develops with his/her cross functional team and external
partner the annual Hoshin Kanri Plan for the partnership with clear goals
and targets. The ExMOD also prepares an annual "state of the partner"
presentation for the relationships s/he manages which includes successes
and failures in order to leverage across ExM Org.
- Lead strategic
initiatives of network actions, World Class Supplier, Hoshin Kanri.
- Plans strategically
and understands the broad CMO business environment and specific
opportunities & potential partners in their operations area.
- Advanced degree preferably in
the Engineering or Science areas
- No less than twelve (12) year
combined experiences in commercial/business and direct API manufacturing (operations,
project management, or quality, technology, supply chain etc.) experiences
in pharmaceutical, chemical or related industry with
a significant portion in management/leadership positions desirable.
- Compliance – Has
experience and ability to achieve compliance goals through a risk based
approach; has a deep understanding of GMP and EHS compliance and
compliance risk in API operations.
- World Class
Supplier Mindset – Has proven Lean Six Sigma or other Continous
Improvement skills to deliver compliant supply and achieve highest
quality, lowest cost and shortest lead-time
- Business &
Financial Acumen – Has skills to understand and intelligently apply
economic, financial and industry data to make the business decisions that
drive value for MSD and our customers.
- Depth of
Manufacturing Knowledge – Has proven skills and expertise at management
level in API platforms.
- Strategic Thinking
– Ability to visualize path forward, identifying opportunities that add
value to the organization and proactively mitigate risk across the value
- Strong leadership –
Must possess excellent interpersonal, communication, collaboration,
negotiation skills to work across boundaries and to coordinate different
functions working as a team.

Drive Results – Ability to use deep knowledge and expertise in production
operations to drive results and business outcomes

– Ability to apply understanding of end-to-end supply chain within
external and internal network and stakeholders across the network to drive
results and contribute supply chain optimization

with minimum supervision.
- Ability to handle complex
project in difficult environment. Must be decisive in ambiguous environment.
- Cultural awareness and
- Fluency in English (both verbal
and oral) is a must. Mandarin Chinese fluency is a strong plus. Working
knowledge of additional East Asian language is helpful.
