Joseph Kiseli Mutweleli is currently working as a Quality Assurance Officer at Population services Kenya. Given his expertise in Health and Research he has led the development of quality assurance protocols for health facilities. He actively conducts quality assessments at health facilities and develops facility specific quality improvement plans and guides these facilities through implementation of the quality improvement plans. Joseph has previously worked as the the Training Coordinator for a national reproductive health research project where he successfully led and coordinated the training of more than 100 field staff. Successful training of the project staff enabled quality data collection which provided information on key reproductive health indicators at the National and County level. He also supported data quality monitoring, data cleaning and data error correction. Joseph Kiseli has a degree in Nursing and Public Health. He is currently working on his theses leading to a degree in Master of Public Health Specializing in Monitoring and Evaluation. His previous appointments have been in the Monitoring and Evaluation departments in UNWOMEN as an intern and ACTED Kenya.

    Development of Quality Assurance protocols and guidelines for the health facilities under the Tunza Social Franchise. Training health facility provider on the quality assurance protocols, quality improvement and entrepreneurial skills. Development of training materials to support health facilities through quality improvement. Development of activity work plan and tracking the implementation. Assessment of quality of health care at the private facilities using the quality assessment tool. Follow up with trainees to track post training performance. Analysis and report writing on findings from the quality assessments. Development of facility specific quality improvement plans Tracking facility performance through implementation of quality improvement plans.

Past Experience

  • Mobile Survey Supervisor
    January 2014 --- June 2015
    Data quality monitoring and conducting data quality supervisory visits. Guide data collectors on Mobile technology data collection using Open Data Kit (ODK) and trouble shoot any problems.

  • Training Coordinator

    Conduct training needs assessment to guide development of training plans and curriculum to address identified gaps. Identify internal and external training programs to address competency gaps. Map out training plans for the counties selected. Handle logistics for training activities including invitations, venues and equipment. Participate in the Ministry of Health National TWG and update on the project progress. Provide feedback to program participants, management and the donor. Develop and implement training budget and work plan. Track and monitor field staff post training performance and address any gaps. Support data analysis, report writing, presentation and dissemination. Maintain contact with the Ministry of Health at both the National and County level for smooth implementation of the project.
