ange fulgence ouffoue, MD, mph is a Physician, specialist in Public Health, Planning and monitoring-evaluation of health programs, with more than 14 years of experience in the prevention, care and Treatment of hiv/aids. dr. ouffoue is currently a monitoring and evaluation senior technical officer in charge of coordinating the monitoring and evaluation section of the fhi 360 côte d'ivoire office, Planning, monitoring and evaluation of programs. he is part of the technical team implementing a 5-year project funded by the united states centers for disease control and prevention (cdc), entitled "improving hiv / aids surveillance and program evaluation in cote d'ivoire (ispec)". the ispec project aims to strengthen individual, organizational and national capacities to design and implement hiv / aids program evaluation and hiv surveillance activities with a focus on key populations. it also aims to promote the use of surveillance data and the results of program evaluation to guide decision-making on hiv / aids prevention and care. as part of this project, it develops hiv surveillance protocols targeting key populations and program evaluation, submits protocols to Ethics committees, develops standard operating procedures, conducts surveys and data quality assessments. in addition, dr. ouffoue coordinates the writing of the project's quarterly and annual progress reports, develops annual action plans and monitoring and evaluation plans. it provides support to technical staff in the country office on monitoring and evaluation and provides Technical Support for drafting project proposals.

before joining fhi 360, dr. ouffoue worked with the côte d'ivoire ministry of health as deputy Director in charge of control, monitoring and evaluation. in this position, he gained solid experience in management and Health Policy by developing policy documents, guidelines and strategic plans. he also has solid experience in Hospital hygiene, injection safety, and Biomedical waste management and in environmental and social assessment.

dr. ouffoue holds a master's degree in Public Health, a University diploma in health Statistics methods and a Training in Statistical Data Analysis. he is a native French speaker and works easily in the English-speaking environment.
